The Town Hall was built by John Wells. Born in Tetsworth, he became a carpenter and lived in Park Street, Thame. John ran a successful business buying and selling properties in Thame.

Wells was 62 when the Town Hall was completed. At the opening ceremony Tollitt thanked Wells and said he could sum him up in a very few words as a “Grand Old Man”.
Wells paid tribute to Tollitt and the Committee saying that “when the last stone was placed at the top of the front of the building, it was found to be only half an inch out from the plans”.
